The three libraries you mentioned are all shareware/PD (with the
exception of gadtools, I think), so they won't be on any system disk.
According to SystemGuide...

GadTools.library   v39.356

    Simplified gadget and menu routines.

    Part of the system software version 2.xx+.

    Author : Commodore Amiga.

 IFF.library   v23.2
    ���������������������
    An easy to use Amiga Library which gives you some powerfull
   routines for dealing with IFF files, especially ILBM files (Pictures),
   ANIM files (Animations), and 8SVX files (Digitized sounds).
    It is written completely in 'Assembler' and is just 3Kb.

    A variety of nice requesters.

    Has File-, Font-, Palette-, ScreenMode- and Volume-requesters.
   It also make the System-requesters smarter/better-feeling.
    Comes with a patch to use it when ever a program calls either
    "arp.library", "asl.library", or "req.library".
